Farm laws news Highlights: Prime Minister Narendra Modi Friday announced that his government would repeal the three farm laws passed by Parliament a year ago, which has led to massive protests by farmers unions in several states. The procedure to roll back the laws would take place during the winter session of Parliament, which begins next week, the Prime Minister informed.

In an address to the nation on Guru Nanak Jayanti, PM Modi said, “We worked to provide farmers with seeds at reasonable rates and facilities like micro-irrigation, 22 crore soil health cards. Such factors have contributed to increased agricultural production. However, we failed to make them understand about the benefits of the new laws and as such, we have decided to roll them back.”

Farmers from Punjab, Haryana, Uttar Pradesh and other states have been camping at Delhi’s borders since November 2020 in protest against the three legislations, the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, Essential Commodities (Amendment) Act, 2020, and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020. The protests have continued for over a year as deliberations between the government and farmers unions failed.

Farmer leader and SKM's core committee member Darshan Pal said it was good that the Centre has decided to repeal the farm laws but demanded the legislations be formally revoked in the upcoming Winter Session of Parliament. The other demand was that the Union government should come to an understanding on the minimum support price (MSP) for crops, he said, adding, "We want a legal guarantee on MSP." (PTI)

What govt told SC about the three farm laws in January

While arguing against petitions challenging the three farms laws, the government had told the Supreme Court in January that their enactment was preceded by “two decades of deliberations” and termed demands for their repeal as “neither justifiable nor acceptable”.

In an affidavit filed by the Secretary, Ministry of Agriculture and Farmer Welfare, the government sought to dispel what it called “the erroneous notion… peddled” by protesters that the government and Parliament did not hold consultations before passing the laws.

It also argued that states had been tardy in implementing the reforms in their “true spirit”. Read the full report here.

BKU’s Gurnam Singh Chaduni: The man who put the spotlight on the three farm laws

When farmers in Haryana undertook a tractor march – riding over 10,000 tractors – on the call of BKU leader Gurnam Singh Chaduni against the three farm ordinances on July 20, 2020, nobody thought the protest would snowball into something so big that one day the Modi government would have to repeal the three contentious laws. Chaduni, however, had probably sensed that the issue is quite close to the heart of farmers because it pertains to their land which they call “dharti maan”. Click here to read more.

Buzz in BJP: Biggest gain for Modi’s image

After digging its heels for more than a year over the contentious farm bills, the announcement of their withdrawal by Prime Minister Narendra Modi Friday morning is expected to give moral high ground for the BJP and its leaders to leverage ahead of key elections coming up next year.

Although the announcement did not leave many BJP leaders upbeat given that they had been defending and lauding the legislations as “path-breaking” reform in the agriculture sector, a number of senior leaders agreed that the move would “transform the Prime Minister’s image into a benevolent and sensitive leader”.

At least five senior party leaders, including three from Uttar Pradesh, pointed out that the BJP’s leadership had to “take the sensitive security situation in the border state of Punjab where vested interests were taking advantage of the uneasiness among a section of farmers” over the farm bills. Karnataka Chief Minister Basavaraj Bommai said Prime Minister Narendra Modi’s decision to repeal the three contentious farm laws shows the government is sensitive. “Modi has responded to the farmers’ demand,” he said.

“It is not a question of bowing. This was the process of liberalisation and globalisation that started in 1991-92 under the Congress government. As a part of it, various laws were to be formulated. Further, the UPA government had signed an agreement with the World Trade Organisation. Agriculture Reforms and the Agriculture Marketing Reforms were also a part of it,” Bommai claimed while rejecting that the central government bowed down before the year-long protest by the farmers.

‘PM's decision, no comments’: Nitish Kumar on farm laws withdrawal

Having consistently supported the three contentious agricultural laws, Bihar Chief Minister Nitish Kumar Friday issued a guarded response on the announcement of their withdrawal, saying the “decision has been taken by Prime Minister Narendra Modi”.

Speaking to reporters in Delhi, Nitish Kumar said some people supported the legislation, while there were opposing voices also, prompting the PM to announce to get them repealed in the winter session of Parliament. In February, following a meeting with the PM, the BIhar CM had said the laws were in the “interest of the farmers”.

“It was the Prime Minister’s decision, the Centre passed and got the laws cleared in Parliament. And the Prime Minister himself has announced that they will be repealed in the next session. so the decision is his, there cannot be any reaction to this. He has already elaborated that he tried that but people did not agree,” Kumar told reporters on Friday. Read the full report here.

Why Modi withdrew farm laws

Prime Minister Narendra Modi on Friday (November 19) announced the repeal of the three contentious farm laws. Farmers, mostly from Punjab and Haryana, have been protesting against these laws at the borders of Delhi since November 26 last year.

While no official reason has been cited, the decision comes just ahead of the Winter Session of Parliament that is scheduled to commence on November 29. In the last session of Parliament, the opposition attacked the government strongly over the laws, and it led to acrimony and impacted the functioning of the Houses.

Also, the Prime Minister has made his announcement before the announcement of crucial Assembly elections in five states — Uttar Pradesh, Punjab, Uttarakhand, Himachal Pradesh, and Goa. The BJP’s performance in the civic polls in Punjab earlier this year, and in Assembly byelections in Haryana were dismal. Click here to read our explainer.

Repealing three farm laws shows Modi government's sensitivity: Karnataka CM

Karnataka Chief Minister Basavaraj Bommai on Friday said Prime Minister Narendra Modi's decision to repeal the three contentious farms laws showed his sensitivity. Rejecting the claim that the government bowed to the year-long protest, Bommai said that the three laws were part of the liberalisation and globalisation process started in 1991-92 and were in line with the previous United Progressive Alliance (UPA) government's agreement with the World Trade Organisation (WTO).

"It is not a question of bowing. This process of liberalisation and globalisation started in 1991-'92. As part of it, various laws were to be formulated. Further, the UPA government had signed an agreement with the WTO. Agriculture Reforms and the Agriculture Marketing Reforms were also part of it," Bommai claimed. According to him, the draft bill was pending during the UPA government and a decision was taken after bringing certain changes and taking consensus of all the states to give proper returns to the farmers. A fortnight ago, BJP meet signalled rethink on the three farm laws

Though Prime Minister Narendra Modi announced repealing the three contentious farm laws today, the serious rethink on this issue was revealed by the BJP less than a fortnight ago during their meeting of the national executive.

The segment dealing with farming in the Political Resolution adopted by the BJP national executive had completely omitted any reference to the three farm laws. This was a major signal of serious rethink on the issue within the leadership. Reason being, a resolution adopted by the party’s national office bearers meeting in February not only had justified the three farm laws enacted last year as being “in the interest of farmers” but also applauded Prime Minister Narendra Modi for enacting them. The February resolution had come almost a month after the breakdown of talks between the government and agitating farmer unions in January. The February resolution was adopted by party national office bearers with the Prime Minister in attendance. Read More
